Complained to the power company that my meter wasn't working right, I was getting 200kwh bills (!), and while I wasn't minding how cheap it was I was minding the huge bill I'd get someday instead. So I called them this week and they came out today (!) and changed the meter!
Looks like its a new snazzy fully digital one, with a whole 9kwh over about 6 hours of service.
And before you go OMG 9KWH! I'm running my heat through electric (heat pump).
